Decoration ceremony at the Directorate General: EXTRACT FROM THE SPEECH BY THE MINISTER OF FINANCE AND BUDGET, ABDOULAYE DAOUDA DIALLO<\/h5>\n\n

The ceremony that brings us together today is a very old republican tradition, symbolizing a solemn moment in the life of the Nation.Indeed, we have just witnessed this year’s taking up of arms at Place de l’Ind\u00e9pendance to commemorate the 62nd anniversary of Senegal’s accession to international sovereignty.This year again, as in the past, the Senegalese Customs detachment, in conjunction with the other defense and security forces, successfully marched in perfect coordination and discipline.I would like to extend my warmest congratulations to the said detachment and its management team, and to express my satisfaction.The theme of the 2022 Independence Day celebration is “Defence and Security Forces and National Resilience”.It’s a highly topical issue, and one that the Senegalese Customs Administration must face up to in the face of today’s health and safety challenges.On the health front, the spread of the pandemic in Covid-19, and its disastrous consequences for the global economy, quickly prompted the State of Senegal to take appropriate action to contain the effects of the pandemic.<\/p>\n\n

Under his strategic leadership, the Head of State, His Excellency Macky SALL, has set up the Economic and Social Resilience Program (PRES).The operational implementation of this program, aimed at improving macroeconomic management and supplying the country with strategic goods and materials, was carried out with the excellent contribution of the Customs Department through fourteen key measures.I have to say here that these customs measures have made a major contribution to ensuring the resilience of the Senegalese economy, with a growth rate of +1.1% in 2020, whereas other countries, particularly in the sub-region, were struggling to get back on track with negative growth rates.I would therefore like to commend the specific response strategy put in place by the Director General of Customs, in line with the prescriptions contained in the Economic and Social Resilience Program.The efforts that you and your teams have made in the field, through measures to protect your staff, support economic operators and control the tax base despite the tax waiver measures taken by the Government, have enabled us to achieve unprecedented levels of revenue mobilization, despite a difficult global economic climate.Mr. General Manager, Customs have certainly demonstrated their resilience by supporting the Government in its Covid-19 response strategy, the effectiveness of which has brought relief to hard-hit populations and businesses, and paved the way for the recovery of the national economy.In terms of recovery, the emphasis will be on measures to support and protect our businesses, which have been severely impacted by the pandemic.\nNext, we need to complete the dematerialization and digitization of procedures, and accelerate digital transformation. I am fully aware that, in an increasingly difficult global context marked by the overbidding of raw materials and production factors, Customs will be able to adapt its methods and procedures to respond effectively to today’s challenges.The implementation of the Medium-Term Revenue Mobilization Strategy (SRMT) and the Customs Administration Modernization Program (PROMAD) will undoubtedly provide appropriate responses to lay a sound foundation for a revival of economic activity.To finish with the theme, I would also like to insist, Mr. Director General and dear guests, on questions relating to security, which is another area where Senegalese Customs have given us real grounds for satisfaction, given the countless and multifaceted seizures made.I urge you to step up the fight against fraud and transnational organized crime, which are scourges that permanently undermine the fundamentals of a resilient economy.I have no doubt about your commitment and that of all your colleagues to fight fiercely against fraud, in perfect collaboration with the other defense and security forces.<\/p>\n\n

In so doing, Customs will be demonstrating its resilience, for SECURITY is nowadays the first basic input of an increasingly globalized economy, prey to upheavals with more than disastrous consequences.This day is also an opportunity to award decorations to Customs personnel, both active and retired, who have distinguished themselves with abnegation and dedication in the accomplishment of their mission.I would like to extend my warmest congratulations to the recipients.This distinction marks a decisive step in your careers.\nIt should by no means be a point of arrival, but rather an additional motivation and an incentive to surpass yourselves even more, in order to live up to your motto “to become better in order to serve better”. <\/p>\n\n
